Robert E. Paul has over 40 years of experience in public and private sector labor and employment law on behalf of labor organizations and individual employees. He has been involved in a multitude of complex litigation matters under the National Labor Relations Act, the Fair Labor Standards Act, the Railway Labor Act and other federal and state employment and discrimination statutes.

Mr. Paul earned a Bachelor of Arts degree from Western Reserve University, in Cleveland, Ohio where he was on the Dean’s List and a member of the Omicron Delta Kappa national honorary society. He received his Juris Doctor degree, with honors, from the George Washington University National Law Society Center. During law school, Mr. Paul was employed in the Office of Appeals of the National Labor Relations Board, and after his graduation was employed by the NLRB as an attorney-advisor to several members of the Board. In that capacity, Mr. Paul was responsible for analyzing unfair labor practice and representation decisions and drafting decisions for the Board.

Mr. Paul resigned from the NLRB to become an associate in the union-side firm of Spelman, Eisenberg & Wagner, in Arlington, Virginia. Mr. Paul joined what became Zwerdling, Paul, Kahn & Wolly, PC, as a principal. Mr. Paul is a member of the Bars of the District of Columbia, Virginia and Maryland; a number of District Courts and federal Courts of Appeals, and of the United States Supreme Court. He is experienced in collective bargaining negotiations and has litigated in federal and state courts, before federal and state governmental administrative agencies, and in numerous arbitration proceedings.

Mr. Paul has served as a regular contributing editor to the seminal labor law treatise, The Developing Labor Law; has authored several other publications regarding labor law; has addressed various Bar association seminars on labor law, and has been a guest lecturer at the University of Maryland. He has been elected to be a Fellow in the College of Labor and Employment Lawyers.

Mr. Paul is married to Lois Winckler Paul. They have two children and four grandsons.
